Spray a 13x9-inch baking dish with cooking spray and set aside. --Heat oil in a large nonstick skillet over medium-high heat. Add onion and cook until softened (about 5 minutes). Add garlic for the last minute and cook until fragrant. Reduce heat to medium and stir in chopped broccoli. Remove from heat and set aside to cool. --pan fry the potatoes if you want them crispier. if not, then just skip to next step. --Meanwhile in a large bowl, whisk eggs, egg whites and milk until combined. Add hash browns, broccoli mixture, 1 cup cheese, paprika and salt and stir until combined. --Pour mixture into prepared baking dish. Bake for 45 to 50 minutes, or until center is set and edges start to turn golden brown. Sprinkle remaining ½ cup cheese over the top and return to oven to cook for 3 to 5 minutes until cheese is melted. Let stand for 5 minutes before serving.
